The course catalog trains one person at a time. These packages train the people who run a program together — a municipal working group or a utility compliance team — with the coursework, the exam, and the live components bundled into a single engagement with one point of contact. Start card-sized, or start with the full package; either way, every dollar counts forward.
Beta pricing. Every FIR course is currently free while the curriculum is in beta. Package prices below cover the seats, exam sittings, and the live, human-delivered components; they are indicative until the beta closes and list pricing takes effect. The Packages
Two lanes, matched to the two organizations that most often start a resilience program. Each lane has a Starter a department can buy on a purchase card and the full package it grows into. Every course is live, delivered 100% remotely, and open now.
Community Readiness Starter
Built for: the first three people a mayor, manager, or emergency manager can free up — enough to seat a working group and see the FIR methodology applied to your own community before committing to the full program.

Group Rates & Building Up to a Package
Not ready for a package? Seats bought one at a time still add up. One organization, one 12-month window:
Discounts apply to list price on individual courses and CRC bundles. Once your organization crosses a tier, the remaining seats bill at that rate and the difference on earlier seats is credited to your account. Individual purchases and Starters made in the same window also count toward the package that contains them — you never pay twice for a course a participant has already completed.
How the Engagement Works
Every package includes live, human-delivered components, so every engagement begins with a conversation — not a checkout page. Here is exactly what happens after you reach out.
Send the inquiry
Use the contact form and name the package or Starter. Tell us your organization and roughly who the participants will be. That is all we need to start.
Intake call
A short call to confirm participants, choose electives, and pick the scoping-call, tabletop, or gap-assessment window. No obligation until you say go.
Agreement & invoice
One agreement and one invoice through FIR Services, LLC. Starters can be paid by purchase card on the invoice; full packages are typically paid by purchase order — W-9, net-30, and ACH available.
Seats open, sessions scheduled
Every participant is enrolled in their full course sequence on the FIR learning platform, and the live components go on the calendar.
Continuing Education & Purchasing
Certificates. Every completed course issues a certificate of completion showing contact hours; accepted where self-reported/independently-verified training is recognized (e.g., IAEM AEM/CEM training hours). Not yet IACET-accredited.
Purchase cards. Both Starters price under common purchase-card single-transaction limits. Your organization’s own card rules govern what may go on a card; we will not split a single purchase across transactions.
Purchase orders. Full packages are invoiced by FIR Services, LLC. We can register as a vendor, provide a W-9 and sole-source letter on request, and accept ACH.
Delivery
Courses and certifications are delivered by the Foundation for Infrastructure Resilience, a 501(c)(3). Package engagements — including the scoping call, the live tabletop exercise, the gap assessment, and program support — are contracted through FIR Services, LLC, the Foundation’s wholly owned company, whose profit returns to fund the Foundation’s free public-good work. One engagement, clean lanes.
