GOV 210: Rule of Law Under Stress: Military Authority in Collapse and Its Limits

A governance-track elective (prerequisite: BSE 100, Source Discipline). When written civil law goes dark in a Black Sky Event or a cyber failure, does the military take over under the UCMJ? No. This course teaches, from the primary record, that military legal authority over a civilian population is martial law or military government — never the UCMJ — and is always a temporary bridge back to civil authority. You will learn the foundational rule (Ex parte Milligan), study sustained military government (Reconstruction; Hawaii) and the closest disaster analog (San Francisco, 1906), and apply the lawful Order-Under-Stress ladder in a branching capstone.
