BSE 307: FATP / Instructor Development

How to read this course. BSE 307 (FATP / Instructor Development) is a Diamond-tier course written for instructor candidates — the professionals who will deliver FIR training under license inside universities, consulting firms, and InfraGard chapters. Every prior course in the catalog taught you to do the work; this course teaches you to teach it, and that is a different discipline with its own doctrine. The governing doctrine is Fidelity, not franchise: an authorized provider delivers the curriculum as ratified — improvements route to FIR through the revision pipeline; the material is never forked, diluted, or locally amended. The license is to deliver, not to own. Completing BSE 307 makes you qualified; only the FATP designation letter from FIR makes you designated — the two are never the same thing, and this course will test whether you know the difference. Lessons carry [Header] markers inside the text; each teaching lesson ends in a knowledge check, the course ends in a scored branching capstone (Anchor the Region) and a comprehensive final drawn from the full pool.

FIR Authorized Training Provider (FATP) qualification — train-the-trainer for regional resilience anchors (Diamond tier; hard prerequisites: BSE 306 (Community Economic Framework & Tier 0S Delivery Architecture) and BSE 308 (Exercise Design & Recertification Architecture), which themselves carry the 099 -> 100 -> 101 -> 102 foundation chain and the Common Paid Core; BSE 305 (Diamond Blue Certification) is advisory). Written for instructor candidates inside universities, consulting firms, and InfraGard chapters, the course teaches how to deliver FIR training under license as part of degree programs, professional development courses, or chapter education programs: the FATP program architecture of license, curriculum fidelity review, and registration in the public FIR Practitioner Registry; the tiered instruction-authority model that maps credential held to what may be taught; the FIR pedagogy of OODA-framed lesson-quiz-capstone progression; facilitating scenario and capstone sessions with Rubric v2.3 scoring; assessment integrity; the curriculum fidelity review and the revision pipeline; and the regional anchor function that FATP instruction sustains. Completing this course confers the qualification only: the FATP designation is FIR’s separate, revocable act, evidenced by a designation letter from FIR on file, and no graduate may present as an FATP without that letter. An FATP instructor teaches; the instructor never certifies a community (certification mechanics are owned by BSE 305), never designs or directs community exercises (exercise architecture is owned by BSE 308), and never re-derives the assessment methodology (owned by BSE 201/202).
